If you are wanting to buy and not build a computer you should look into both the company selling their computers and specific reviews for the computer you are wanting.
If you were just to build yours you would know it's in working order, all you have to do is watch a few videos on building a pc and follow a guide.
If you are worried about choosing your own parts thinking you wont build an optimal system then check out builds people have built online and copy them, again reading reviews to see how others are responding to there build.
