Ah Alil Help Connecting to Mysql Database Please

HI everyone I have a mysql username and password everytime I try to connect I get this why ??

ERROR 1130 (HY000): Host '104.223.94.42' is not allowed to connect to this MySQL server

and is there another way around this??
