Can't Add User in Kali Linux Terminal - Command Not Found

Hi,

I've installed Kali linux with VM on my mac because I am following a course on penetration testing and I'm trying to add a new user in terminal but it always says command not found. Can someone explain what I'm doing wrong? Thank you.
