Hack Computers and Phone with a Real Website (PHP Script)

Hi everyone, am new in How to website and am wondering how to hack computers and phones using a script php that could gives you a shell or a meterpreter session on the victims machine (device)

please need help.. (PS: not in LAN with internal ip.. real website)
