Cain and Abel Question

I heard this program can search for windows user's passwords on local host, but does this work on WAN? for example, if i want to hack a vps from united states. (i'm from europe). can i do it?

If so, how can i do it?

Cain & Abel (or just Cain) is a password recovery tool for Windows systems. It recovers various kind of passwords by sniffing the network, cracking encrypted passwords using different attack vectors (e.g. brute force), recording VoIP conversations, decoding scrambled passwords, recovering wireless network keys, revealing password boxes, uncovering cached passwords and analyzing routing protocols.

It does not excel in hacking remote VPS systems. Please ask a sensible question.
