Yes, those devices are on a LAN.

you can use nmap -n -sP to discover
sometimes it's not on lan ( depends on the router's brand ) check in the router for "lan isolation" . activate it and then try to ping on the host
Depending on the AP and how it's configured. But for most intents and purposes it will act like a Local Area Network (LAN).
You can just try to ping the system with a local IP and if the packets arrive you don't need to worry about anything else.
