Is there a way to open ports on my mobile 4G network?
I mean I will start wifi hotspot for my notebook and I'll put backdoor to other PC on other network.

You could forward whichever port you need using this app from the Play Store. I'm not quite sure I'm entirely understanding your question.
My Kali notebook connected to my android phone mobile network (hotspot) ---> Target PC (other network). My question was if I can open any port I want (I mean forward) on my mobile network so meterpreter can get session.
If you're using a reverse shell for the meterpreter session, you can use the app that I suggested above to forward the necessary ports on your Android phone.
Be mindful that even though it does its job, your network provider may block specific ports, in which case your port cannot be forwarded. That doesn't happen often though.
Admin said it's not possible.
