I am trying to port forward my local ip so that I can use the Social Engineering Toolkit. The problem is: when I try to access my external ip, I end up accessing someone else's security camera! Is my external ip wrong? Please help me!

ISP's have started to assign the same IPv4 address for all devices on a network. Test if you have IPv6 and then try to access that instead.
Well then, I'm screwed. My network does not support IPv6.
You could try setting up a DNS. NO-IPs good and then just use that for the IP, it will also look less suspicious
