If I understand your question there are a couple of ways I can think of to accomplish your goal. If the program you want to bind it to is already an exe you can snag it and use it as a template when you create the virus in veil. The second way is to change where the internet or chrome shortcut is pointing to and make a python/ bash/ batch file that opens both your virus and the targeted application. Then once you have your meterpreter you can migrate to a safer process and do what ever nefariou....white hat related activities you had intended.
